The City of Bloomington’s SEEL program is a financing and technical assistance program for nonprofits and community institutions to complete energy retrofit and solar projects. Active since 2021, the program has provided funds for organizations to improve building efficiency and performance. Eligible projects for funding have included solar installation, as well as weatherization, lighting, refrigeration, ventilation, cooling, and water heater upgrades.

The eligibility criteria to participate in the SEEL program include small businesses and nonprofit organizations located within the Bloomington city limits. The SEEL program will provide funding to cover the cost of an energy assessment and $10,000 for a qualified energy efficiency upgrade. The Contractor shall provide a general energy assessment and shall not conduct in-depth energy assessments such as an ASHRAE Level 2 or above. The SEEL program supports Climate Action Plan Goal EB 2 to increase energy efficiency citywide 16% for electricity and 12% for natural gas of 2018 values.

The City of Bloomington invites proposals from companies specializing in conducting energy assessments for commercial properties to participate in the SEEL program as the pre-qualified contractor. The selected Contractor will collaborate with the City of Bloomington to maximize the number of commercial-scale energy assessments on an annual basis.
